This site is designed to express our concerns about the Bartow County School Board.  Taxpayers have expressed the desire to see proof of wrong doing and corruption. This is just a sampling of the documents and proof that has been collected. Visit this site frequently. Tell other Bartow County citizens about this site. SACS Complaint

We feel Davis Nelson, Chairman, is in violation of Ethic rules as well as Conflict of Interest rules.
BCSS Board Policy: Board Code of Ethics
Domain I Number 1. Recognize that the authority of the board rests only with the board as a whole and not with individual board members and act accordingly.
Domain II Number 3. Work with the board and the local superintendent to ensure prudent and accountable uses of the resources of the school system.
Domain VII Number 1. Refrain from using the position of board member for personal or partisan gain or to benefit any person or entity over the interest of the school system.
Conduct as a Board Member:
3. Communicate in a respectful professional manner with and about fellow board members.
BCSS Board Policy: Board Member Conflict of Interest
Financial Governance:
1. No board member shall use or attempt to use his or her official position to secure unwarranted privileges, advantages, or employment for himself or herself, his or her immediate family member , or others
5. No board member or any of his or her immediate family members or business organization in which he or she has an interest shall represent any person or party other than the local board of education or local school system in connection with any cause, proceeding, application, or other matter pending before the local school system in which he or she serves or in any proceeding involving the local school system in which he or she serves

Nelson is also involved in the Open Meeting Statute complaint, where taxpayers believe the meeting was manipulated to exclude the public as well as one board member and the press. Minutes were also manipulated to maintain the coverup, the superintendent gave a different version than what he stated in the newspaper in the SACS complaint response and is now so caught up in the lies, that he refuses to answer taxpayers requests for a definitive answer as to what actually occurred with the operation of this meeting.
If the minutes reflect Wanda Cagle Gray was in attendance at this meeting, why then, did Nelson make derogatory, inflammatory statements to the press that Gray left the meeting early. Is that working for the best interest of the system and in harmony with the board??

We feel Angie Cornette, Vice Chair, is in much of these same violations, as well as executive session confidentiality and micromanaging violations.

5. Not undermine the authority of the local superintendent or intrude into responsibilities that properly belong to the local superintendent or school administration, including such functions as hiring, transferring or dismissing employees.
Domain II Number 3. Work with the board and local superintendent to ensure prudent and accountable uses of the resources of the school system
5.Uphold and enforce all applicable laws, all rules and regulations of the State Board of Education and the board and all court orders pertaining to the school system.
Domain V Number 5. Maintain the confidentiality of all discussions and other matters pertaining to the board and the school system during executive session of the board.
Domain VII Number 1. Refrain from using the position of board member for personal or partisan gain or to benefit any person or entity over the interest of the school system
Conduct as a Board Member:
3. Communicate in a respectful professional manner with and about fellow board members.
4. Take no private action that will compromise the board or school system administration.

New document added to show the inconsistency of the retreat meetings!  Why the change in how the board was adjourned in the February 27, 2012 meeting? I have many more example of meeting and they are all adjourned the same as the first two in this document!

SACS never investigated, rather took the superintendent for his word. Note the following links as well, with the conflict of interest of our Board Chair, Davis Nelson, holding a position with SACS as a State Chairperson! Confirmed in media release Dec 2011 and Aug 2012, when he stepped down as Head Master at a private Christian school in our county, also a conflict of interest in the tax payers eyes!
